I have a theory on why the games never really get any thing new except more pokemon and the occasional little mechanic: if they actually tried and made a much better game, they're afraid people would be expecting them to try just as hard for future games, and expecting them to keep innovating on the formula and they're not confident that there's enough creative people left working for Gamefreak to pull it off. They're hugely profitable just doing the same thing over and over as-is. It's basically an annualized release like FIFA or NBA, even if it's maybe not necessarily annual.
